Although setting up their own account and depositing the miles would be ideal, another option is to allow them access to your account and let them book what they want under their own names and you won't need to pay any transfer fees or hassle with any rules against that. Just a quick note, it is not actually necessary to give them complete access. They can put their booking on hold and op can then get it ticketed for them. AA phone rep would ask some identification questions to ensure the account indeed belongs to op.

In fact, account access by itself is insufficient anyway. The fees (and taxes) must be paid with a credit card matching the account owner's name, so you'd need to give them both account access and your credit card.
