Thanks (and I agree your original argument was good nonetheless!). Indeed, sadly, on the basis of what is described those would be possible for the airline (legal, and even if an amendment was passed to "oblige" the airlines to "take every step to keep delays as short as possible" it would, in my view, be impossible to enforce)
