Otherwise, I can't think of a likely scenario for you being charged for that second leg.
In practical terms I suspect this is correct, and though it is possible that Qantas will try and collect a fee at SIN or PER, the reality is that it is unlikely to happen. (It may on other airlines, I've seen Aer Lingus do it). In particular they would struggle to do it at PER. Also note
