EVA Air Seating with Kids

I'll be doing the TPE -> LAX route with my wife, 20-month old son, and 4-yr old daughter later this year. My company allows business class, so my first inclination was to go for 3 business seats and my wife or I would sleep with our son. We want a nonstop flight and I'm leaning towards EVA Air over China Airlines. Assuming we go with EVA Air, I had a couple questions:

(1) Is there enough room in the business class seat (based on the website it is the full lie-flat Royal Laurel product) to sleep with a little one? Seatguru indicates the seat is 26" wide, which looks much wider than the pictures seem to indicate. Note that he is pretty small for his age - about 20lbs now and maybe 30" tall.

(2) Would a better option be to go for 4 seats in Economy Plus (I think it's called Elite)? Do the armrests in economy plus move up and down or are they fixed? How much recline is there in this section?
