Of course OP raises an interesting point. What if he is a US citizen with a British accent and only had his drivers license? What then?
The US citizen marrying the sister of the supposed next Swedish monarch is one such person who is a US citizen (perhaps even a natural-born US citizen) with a British accent. Can't really deport him or otherwise hit him for a penalty for only flying with a DL within the US.
