I would also like to see the onus being put on airlines to pro-actively compensate, rather than hoping they can wear people down by avoiding, evading & frustrating.
I think the additional clarity will accomplish that. The debate about causes would have gone and so the introduction of a more automated payment process I would have thought been an almost inevitable part of minimising cost.
