There seems to be a good mix or carrot and stick for the airlines in the proposals, focusing more on major delays rather than relatively minor inconvenience-like delays.

I would also like to see the onus being put on airlines to pro-actively compensate, rather than hoping they can wear people down by avoiding, evading & frustrating.
