The letter denotes the booking class. The number denotes the number of seats remaining in that particular booking class. All the letters to the right of Y is a subset of Y and C is a subset of J (i.e. J and Y is the controlling booking class for a flight.).

When you see 9, it means there are 9 or more seats available in that booking class but it only shows up to 9.

That's the simple explanation.
