My wife has to attend a conference to attend at San Sebastian during first week of May. Then for 2 days she is flying to Barcelona to meet a friend and from there back to US

1) The only flight I am seeing is via Vueling from San Sebastian to Barcelona. If I book through their excellence fare, is it fully refundable? I am having trouble getting through their customer service as the phone numbers they have listed for customer service are not working from US. I have sent them an email and am still waiting for the reply.

2) In Barcelona, is the city transit good enough? Should she stay at a hotel in the city center or near the airport ( safety concerns are most important)?
