In Germany there is no passport check in hotels when checking-in. In addition to that private people (like merchants, hotel clerks) are
not allowed to see the passport or ID card. As it is stated in § 1 of the German "Personalausweisgesetz" they have no "Ausweisrecht" (right to ask you for the passport or ID card)

Only when merchants are selling tobacco and alcohol they are allowed to SEE but NOT TOP COPY the ID.

Besides the legal approach it is a sign for a free country whether you need a passport or ID for anything in daily life or not.
E.g. in the non-democratic countries of China and Tadzhikistan the IDs are checked just for stepping on to a high-speed train.
So no security reason only to pressurize the population (and by that destroying the values of the declaration of independence).
