There's just too many stores that are pulling these or going to cash only for it to be each individual store with nothing coming down from somewhere else...
I don't think it's clear that there IS an official policy on it, but...the moment that there IS an official policy, or at least the moment that stores are acutely aware of it, is the same moment that they can be shut down instantaneously by a change of policy.
Trying to use policy in our favor here is the wrong play, regardless of what the current policy appears to be.
