It can happen. It is probably based on loads, but then this is using airline pricing logic, so who knows.
Regarding my previous post on an upsell offer for SFO-ICN C->F, I was offered only mileage upgrades (waitlisted, of course) but no buy-ups from booking through to OLCI. (I was on a P fare, so no SWU use premitted, but that would have been waitlisted also.) No upsell offer at OLCI, but I did receive an offer the next morning at the kiosk when I used it to print my boarding pass.
If you don't receive any offers, you can always ask at check-in, the lounge or the gate.
