Look for the fare basis.
(Not familiar with TK website so I can't say where to find it. On a GDS that a TA uses the fare basis is listed when a quotation request is made.)
LH makes you use multi city in order to split the fare (if they have no YYZ-KUL fare loaded), or it could be that the cost is cheaper that way than what is available with existing inventory.
BTW, flying TPAC is shorter.
