If your "no forex fee" AMEX card happens to be the AMEX Platinum card, you can call AMEX for a free upgrade to one that has the EMV chip on it.

Though AMEX USA is Chip & Signature, it has been reported per many usage reports so far that online PIN verification can work if the kiosks are equipped to handle online verification.
