For LHR presumably they can't be quite operated completely independently since landing traffic on the "first" runway that had to go around would potentially conflict with take offs further down on the second runway ?
It does seem rather odd. Perhaps one of the ATC folk here could comment on how it might work.
I wonder what the benefits would be over the simpler idea of doubling up the existing runways (but shifting the new ones westwards):
