I think the hotel is just being generous to Gold Hhonors members. One night I arrived at the Hilton TB hotel late, and asked about a suite upgrade. Was told that there's only one suite in the hotel and as a result, it's just consistently impossible to get a suite upgrade (without paying for one) at the Hilton London Tower Bridge.
