I would never depend on getting an upgrade and if a certain room type is that important to you, book it. If the hotel is sold out you probably won't be upgraded. Diamonds will trump you on an upgrade. And if there are a lot of American's staying there at the same time you are, most of them are probably going to be gold seeing how easy it is to obtain in the US.

If this is your first time in London, I would look at location over upgrades and lounge. There is no guarantee you will receive an upgrade (as a diamond there have been times I haven't been upgraded in London properties) and if you aren't on the exec level you aren't guaranteed lounge access anyway. Just stay at the property with the best location or book an exec level room
Although this is no more than anecdote, following several stays at this hotel as gold, I have a 100% exec floor upgrade success rate. These guys are good to golds, it seems!
