By virtue of arriving on an international flight the OP will be outside security anyways; the shuttle bus won't do anything for them. The extra time of moving from B to C is only about 15 minutes at most. The rest of the time will be spent clearing immigration and customs.

I'd say 2 hours is the minimum I'd be comfortable with given checked bags. It'll probably be OK but anything could happen.
