Update:
I filled in the Visa personal application many times, it gave me that error message, so I decided to pick up the phone and call Citi. They said everything looked fine and confirmed everything what stated in the post #1 (50K after 3K within 4 months, $150 credit, etc). So it`s still working-for those who are wondering and want to apply. Also was approved for the business (tiny limit, but that`s ok, have plenty of credit limits with other companies)
