Not sure where you got that information. There have been many reports of people changing. There were also reports of some people being rebuffed, but there were relatively few of those, and some of those were encouraged to call back, and met with success the second or third time calling. In other words, telephone roulette does apply.
I was told that a note was made in my account and to call back on 4/30 and they would make the switch then.
