Executive is 12 rentals or 40 paid rental days
Executive Elite is 25 paid rentals or 85 paid rental days.
If someone makes it to Executive with Plat, does that they only need 13 more rentals (or 45 paid rental days) to Elite? Or do they still need 25/85?

I wouldn't think so. I would just assume it would be like most airline and hotel elite programs. Like Starwood, just because you can start as Gold with Amex Plat doesn't mean that you only need 15 more stay credits to get Plat status. Same with buying up to status on US. If you bought up to gold, you'd still have to fly 75k to reach plat.
