People can complain all they want, but IATA is an airline cartel organization run by the airlines for the airlines and AFIK they couldn't care less about customer complaints.
Since IATA resolutions are generally part of the tariff, one should be able to get relief from the country regulator that ensures consumer protection; this would be the British equivalent of the U.S. DOT
