Passenger Services Conference Resolution 735d clearly states the following under 3.4.1., RESPONSIBILITIES - "Forwarding Member":
It is the responsibility of the carrier that caused the involuntary reroute to arrange onward carriage with the least possible delay or inconvenience.
The carrier should always take care of, and have due consideration for the passenger's reasonable interests.
Note: in IATA lingo a cancellation is considered an involuntary "reroute", even if the "reroute" involves just a change of flights without a change of ... err ... routing.
