Row 4 on a CRJ-700 (and row 5 on a CRJ-900) have the usual overhead bin space, not usually taken by the flight crews. I like to choose these rows, but when I do, I instead like to put my carryon under the row in front (the last row in FC). There is mondo leg room on these coach rows. Definitely the best coach seats on a CRJ-7 or -9.
