Among other things, my understanding is that Citi only lets you do it once in a while, and they include CL reallocation done turning a previous new card app approval as "the last time you moved CL". So if you're applying for Citi cards "often enough" and needing to move CL each time you do, you may never have enough of a "time window" to also move Citi CL between existing cards.
