Looks like TIMATIC has the CTA exception in a different place, as it does not support JE itself:

 Additional Information:
- Flights between the United Kingdom and the Channel Islands,
  Ireland (Rep. of) and Isle of Man are treated as domestic
  flights, therefore are not subject to UK immigration
  control.
- Although the UK will accept the older booklet format
  identity documents issued to nationals of Hungary and
  Poland, holders of these documents are strongly recommended
  to obtain the  new format identity cards before travelling.
- Passports issued by Bophuthatswana, Ciskei, Transkei, Venda
  are not recognised. (SEE NOTE 29908)
    NOTE 29908: They are only permitted entry if holding a
   Uniform Format Form (UFF) issued by a British Consulate or
   High Commission. It is a single sheet document showing
   photo and personal details. At the bottom of the form there
   is space for the appropriate visa. This form should be used
   for entry to/transit through the United Kingdom. The form
   must be endorsed with a valid visa. 
- All Libyan passports containing deleted English biodata
  endorsements are acceptable for travel provided that the
  biodata information on the accompanying valid UK visa or UK
  residence permit is legible. 

Passport required. 

 Passport Exemptions:
- Holders of Identity Cards issued by the Gibraltar
  Authorities.
- Holders of National ID Cards issued to nationals of Austria,
  Belgium, Bulgaria, Cyprus, Czech Rep., Estonia, Finland,
  France, Germany, Greece, Hungary, Italy, Latvia,
  Liechtenstein, Lithuania, Luxembourg, Malta, Monaco,
  Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia,
  Spain, Sweden and Switzerland. 
- Holders of a German: 
  - Travel Permit Issued in Lieu of Passport ("Reiseausweis
  als Passersatz"), accompanied by an expired German passport
  or expired German National ID card or German driving
  license; or
  - Travel Permit Issued in Lieu of Passport for Entry into
  the Fed. Rep. of Germany ("Reiseausweis als Passersatz zur
  Einreise in die Bundesrepublik Deutschland").
- Holders of a German identity document ( Kinderausweis )
  issued to minors up to/incl. 15 years of age. 
- Holders of "Hellenic Police ID Card".
- Holders of a "Laissez-Passer", provided travelling on duty,
  issued by:
 - the United Nations; 
 - the European Union [[TIRGL/EEU]].
- Holders of a "Laissez-Passer" issued by Israel.
- Holders of an Israeli Travel Document in Lieu of a Passport.
  
- Holders of a Seaman Book, provided travelling on duty and
  issued by Azerbaijan, Brazil, France, Luxembourg, Moldova,
  Russian Fed., Spain and countries that have ratified ILO
  Convention 108 [[TIRGL/ILO1]]. 
  
  
- Holders of Document of Identity issued to residents of Hong
  Kong (SAR China).
- Holders of documents issued to stateless persons and
  refugees. 
- Holders of a US Refugee Travel Document (Form I-571).
- Holders of emergency or temporary passports.

 Document Validity:
- Passport and/or passport replacing documents must be valid
  for the period of intended stay.
 - Expired British passport (no time limit) endorsed  British
   Citizen  is accepted. 
 - Expired British passport (no time limit) endorsed  British
   Subject  is accepted, provided being  Citizen of the United
   Kingdom and Colonies , containing a Certificate of
   Entitlement to the Right of Abode.
 - British passport endorsed:  British National
   (Overseas) , British Overseas Citizen , British Overseas
   Territories Citizen  or  British Protected Person  must be
   valid on arrival.
 - Passports and/or passport replacing documents issued to
   nationals of the EU Member States [[TIRGL/EEU]] must be
   valid on arrival.
 - National Identity Cards issued by Gibraltar must be valid
   on arrival.
 - Those residing in the UK may enter with travel documents
   valid on arrival. 

 Admission and Transit Restrictions:
- Temporary Passports issued by South Africa are not
  recognised.
- Passports issued by the government of Uruguay containing
  endorsement on page 12/13 in Spanish "this passport is
  issued by virtue of decree 289/90 the bearer being a legal
  resident. The issue of this passport does not imply
  recognition of Uruguayan nationality or citizenship  are not
  recognised.
- Chinese Taipei diplomatic and official passports are not
  recognised. (SEE NOTE 29908)

- Only "B"-series (i.e., "OB", "SB", "DB") passports issued by
  Congo (Dem. Rep.) are accepted for admission or transit
  through the United Kingdom.
 - Holders of other than "B"-series passports will be granted
   entry if residing in the UK and holding:
   - proof that they are permanently resident in the UK
   (indefinite leave to enter/remain or a Certificate of
   Entitlement to the Right of Abode); or
   - an EEA dependant's Residence Document, issued by the UK.
   (SEE NOTE 38020) 
     NOTE 38020: Prior to carriage, a clearance and a
    reference number must be obtained from the UK Regional
    Immigration Liason Manager.
 - Holders of other than "B"-series passports will be granted
   entry if holding a permanent residence card issued by any
   EU Member State [[TIRGL/EEU]] and has been issued with a UK
   visa (or Entry Clearance) endorsed "EEA Family Permit".
   (SEE NOTE 38020)
     NOTE 38020: Prior to carriage, a clearance and a
    reference number must be obtained from the UK Regional
    Immigration Liason Manager.

 Crew Members:
- Operational Crew: Passport and Crew Member Identification
  Card required.
  Dead-heading Crew: Same regulations as for passengers apply.
  
 Military:
- Passport not required for NATO military personnel, provided
  travelling on duty (or returning) and holding a NATO
  Military ID Card which must be accompanied by a travel
  order. 

 Minors:
- When their names are registered in the passport of (one of)
  their parents or guardians,  the (transit) visa - if
  required - must indicate that it is also valid for the
  child(ren) travelling on that passport. Children are not
  allowed to travel on a passport in which they are registered
  if they are not accompanied by the holder(s) of that
  passport.
