With Citi sometimes you can & sometimes you can't. It all depends on if it shows up on the CSR's screen as an option. If it doesn't asking for a supervisor will not help as they will see the same options. Nobody at Citi can explain why it isn't always available. With Citi, you can always transfer the credit line to a new card that you are opening.
