Sounds very dodgy. You should call your CC and confirm this with them. Hertz have no way of knowing the terms of your CC insurance.

That's extortion. You should not be signing anything you don't agree with. A signed credit card statement is not and indicator of car return.
There is however a tow truck driver's log indicating delivery of broken vehicle to Hertz facility. That's a return! Done. If they don't like it, call your lawyer or police.

Moreover, demand a full refund from Hertz as they gave you a vehicle in non operational condition.
