US-dollar-denominated credit cards are offered by the big four banks there, but TD goes above and beyond by letting Canadians actually apply for US-issued credit cards and work with accounts on both sides of the border on a single page. RBC offers the same, but no actual branch presence in the US since they sold all that to PNC.

The credit union I'm choosing to use (based in Vancouver, BC) does offer non-resident accounts, and has said that I can open a secured credit card with them after my checking account has been open for six months (they pulled my Equifax credit reports from both sides of the border before opening my account, though) and is still in good standing. The only thing is that they require a $500 security deposit as a minimum, so I'm working on saving up for that (hopefully I'll have it before I reach the six-month mark).
