i seem to recall pakistan nationals have to register in india within a certain time frame up on arrival. i was not aware of any restrictions on travel from one country to the other provide you have have the requried visa to enter India and Pakistan respectively although this worth looking into. i recall there are limited flight options between the countries but this might have changed since i looked into routing via KAI on PAI from YYZ a few years ago in a moment of last resorts.
