Five Star Traveller's post, and was not specifically directed at the PH Maldives.
I do not know what the case is at PH Maldives so cannot comment, but traditionally the service charge is divided among staff as part of their compensation.
There is nothing wrong with tipping extra when there is a service charge in place, but usually tipping is not required at resorts that already have a substantial service charge.
If you feel you were overcharged, I would suggest contacting management and requesting a clarification of your bill. If you were in fact overcharged, you should be entitled, at a minimum, to a refund of the erroneous charges (plus any associated tax and/or service charge).
