Is this unwanted yapping an actual problem?

I don't talk much and in general I don't like talking to people I don't know beforehand although a nod and a hello is fine. Yet I don't remember the last time I've been bothered by a seat neighbour yapping away when I wanted to do something else; it just never happens.
