UA only has check-in counters at T3, so if you have a bag to check you need to go to T3 at some point.

There is a free inter-terminal shuttle ( https://www.mccarran.com/Go/Inter-TerminalShuttle.aspx ) should you choose to check your bags at the UA counters in T3 and then go to T1 to use the PreCheck lane, but only you can decide if that is worth your time. Certainly, you should ensure you have the "3" on your boarding pass before committing to making the extra trip to T1.
