The original explanation given for fuel surcharges being separated from the base fare was that they wanted the opportunity to vary them dynamically with the volatile price of fuel and it is expensive to lodge loads of new fares into the global distribution systems. The cynic in me suggests that the main reason for them these days is to extract money from people redeeming miles.
