Littlegirl, you have hit the nail on the head. This is change for change sake and will make no difference and will only incur cost. It will not lead to a single under-performing member of staff leaving or improve onboard customer service.
It is The Emperor's New Clothes and will only serve to confuse our passengers. Personally I do not like the title of CSD either, though the role is important. Steward/ess, Purser and Chief/Head Purser would be simpler and work just as well, if not better.
The fashion to give everyone complex, multi-word titles does not change their role or improve their performance one iota. A Sanitary Hygiene Executive still cleans toilets for a living. Best leave this well alone as it is a waste of time and money; a classic piece of change purely to make it seem like a manager is making a difference - they are not, they are only making change for change sake.
