Is this about the complimentary water bottles or the rip-off $4.50-$6.00 ones?

I don't think there's a standard really. I sometimes get given 1-2 bottles of water if I check in after the regency club is closed, others have them in the room on arrival and are free, for others you have to pay. It would be nice to have a standard so you know what to expect, I agree.
