when a GA takes a BP they are implying they will sort out and tell you if they can board, if not outright telling you that they will do so. They are also implying that if you aren't called that you're not getting on the plane. The GA owns the responsibility. The GA knows who is and isn't on the flight when they close it out. Yes it would have been the prudent thing to try and board but it's unreasonable to expect pax to be informed about all such situations. Whereas it's the GA's
job to not forget about pax when you have their BP and you told them you'll call them back.
Now if DOT rules specify what is and isn't an IDB that's a different discussion from whose fault it is.
