Yes, this is absolutely why they do it, though as mentioned, on some configurations it's a practical impossibility to do it without letting WT+ off the aircraft first. I carry my hand luggage rather than wheel it, so I'm able to stride my way out quickly - the First passengers are often too squidgy to move too fast, though if they are US citizens it doesn't matter so much. Then you have the text-walkers-with-trailers (almost always male), who are oblivious to the fact that they are barely moving - they are a bit more tricky to weave around since they are invariably in a world of their own.
