She needs to contact the NZ consulate not TSA. The only time TSA would get involved if a no-fly person boards a plane internationally and that plane flies over US air space. It is true that in the US no boarding pass is issued to people flagged by TSA, but in this case, she went all the way to the boarding gate before she was told to go back. Even the NZ embassy has told her that she needs to sort this issue out with the TSA, not the airline!
