That's been my recent experience DCA-SLC. I finally was able to book 2 separate 1 ways for up coming trips. I had to pay the outbound as I couldn't under 20k for the outbound but found 10k for the return. Honestly, I'd given up on being able to use my miles for under 20k each way so I was happily surprised.
