1. TSA does not require ID for children and a birth certificate alone isn't ID anyway.

2. Air carriers are free to require proof of eligibility for lap child status if you haven't purchased a seat for the child. Simplest and easiest is to travel with a copy of the birth certificate for this purpose should it be required.
