While Bamboo is not fancy establishment, the location in question probably receives about 50 (foreign) business travelers per day with an average spend of y200. That's y10,000 per day, or y300,000 per month. 3% of this is a small number, but when you realize that there are thousands of merchants in China pulling the same charade, you start to get a sense of the bigger picture.
Add to the fact of ignorance by tourists and this is unlikely to change in the near future.
