I agree. Economics, environmental impacts and efficiency are higher priorities over VTOL. Perhaps when space becomes an issue will we then see VTOL become a higher priority. But the issue may never be an operational goal. Military operations have a different mission where VTOL makes sense. Aircraft carriers and hostiles with RPGs come to mind.
