Why can't they turn down the heat on the train?
I'm riding in biz on the Northeast Regional. It's pretty hot in here (but not as hot as a couple weeks ago). Conductor says he can't turn down the heat.

What gives?

ETA: fortunately it's a dry heat...like Phoenix in the summer
