It's not like UA has a policy to never hold a flight, ever. UA holds flights when they find it prudent given all the system implications, and doesn't when they don't.

I'd say the same about the misconnectors.

Where? Where is UA dispatching flights with 10 excess minutes of flight time they can skip if they're running a bit late?

Inquiring minds at UA would love to know!
If I connect for less than 1 hour, I plan for the misconnect. 1 hour or less I expect to misconnect. Generally I want 1 to 2 hours for a domestic, and 4 hours for an international connection.

When I misconnect, generally the flight I miss by a few minutes on the 1 hour + connection arrives early. I can sit waiting for 20 minutes the next week for misconnects on the same flight they would not hold for 6 minutes the prior week?

You are flying BusinessFirst from Hong Kong to a BusinessFirst domestic seat and the agent says: Oh, I did not think you could make it.

Instead of measuring on-time departures, measure misconnects.
