Federal law says an interstate traveler is exempt from local firearm regulations. What he did was perfectly legal which is why they decided not to charge him. As an interstate traveler, he didn't need a NJ firearm license, and he was flying from a state with no gun licensing to a state with no gun licensing.

The case with the football player is that he was flying from NY, not just passing through. He broke the law.
