I agree. That includes times of heavy demand.
That said, sometimes there are times when despite United's best efforts a club is full. They need to develop a policy beyond "Ha ha - we have your money and won't let you in". I would suggest a pass to another lounge would be a good substitute, when possible. Otherwise, a month extension to the UC membership might be fair.
