KL/AF do not give AS elites additional bags at this time, but you may be able to talk your way into it. Of course few KL/AF employees know about AS status, and unlike US-based carriers, they seem to be much more willing to bend the rules. Not long ago I showed AF agents a printout of my itin from delta.com that had the SkyPriority banner on it, and they waived the extra bag fee and even gave me lounge access. YMMV.

I'm not sure how the new DOT baggage rules regarding marketing/ticketing airline would affect this if you are on 006 (Delta) ticket stock boarding a KLM flight. Perhaps somebody who knows can comment. But if you are on KL/AF ticket stock on a KL/AF-coded flight with a foreign origin and destination, DOT regulations would not normally apply.
