From what I see on the pictures there aren't even armrest between the seats on the 3-in-rows. (Google for images with "OUIGO interieur" to see them.)
The 2-in-row seats have armrests. But the seats themselves don't look very comfortable. Not something I want to spend more than an hour in (based on looks only of course).
Again, if there is a market for it: why not? But I'm afraid that this might one day become the standard in train travel.
