Mr. Bowers declared the weapon at the ticket counter and the airline called Part Authority Police as prescribed in the Airports policy. PAPD examined the weapon which was not packed properly and requested to see the NYS pistol license which is required by NYS law. As Mr. Bower did not have a NYS pistol license he was placed under arrest.
